October 11, 2022
The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a
Regular Meeting on Tuesday, October 11, 2022, at 4:31 P.M., in the Baytown Conference Room
of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance:

Vice President Coker convened the October 11, 2022, CCPD Board Regular Meeting with a
quorum present at 4:31 P.M. All members were present with the exception of the absence of
Director Lloyd J. Herrera.
1. ELECTION OF OFFICERS
a. Consider the election of officers for President and Vice President and the
appointment of Secretary.
Under Local Government Code §363.103, the Board must elect from its members a President
and Vice President as well as appoint a Secretary. The Secretary need not be a Director and
could be a member of the City staff. Each officer would serve a term of one (1) year, and
vacancies shall be filled for the unexpired term by the Board. The newly elected officials and
appointee would serve a one-year term beginning immediately and would end August 31, 2023.
The current officers of the Crime Control and Prevention District (CCPD) were as follows:
• President: Ms. Rikki Wheeler;
• Vice President: Mr. James Coker; and
• Secretary: City Clerk Angela Jackson.
The CCPD Directors nominated and voted on the following individuals for President:
• Mr. Nicholas Rice who received five (5) votes; and
• Mr. James Coker who received one (1) vote.

A motion was made by Director Charles Eugene Murrell and seconded by Vice President James
Coker to approve the appointment of Mr. Nicholas Rice as President of the Baytown Crime
Control and Prevention District. The vote was as follows:
Ayes: Vice President James Coker, Director David Start, Director Loretta White,
Director Nicholas Rice, Director Jose Ortega, and Director Charles
Eugene Murrell
Nays: None
Other: Director Lloyd J. Herrera (Absent)
Approved
Director Start nominated Mr. James Coker as the new Vice President of the CCPD Board.
A motion was made by President Nicholas Rice and seconded by Director Charles Eugene
Murrell to approve the appointment of Mr. James Coker as Vice President of the Baytown Crime
Control and Prevention District. The vote was as follows:
Ayes: President Nicholas Rice, Vice President James Coker, Director David
Start, Director Loretta White, Director Jose Ortega, and Director Charles
Eugene Murrell
Nays: None
Other: Director Lloyd J. Herrera (Absent)

Vice President Coker nominated City Clerk Angela Jackson as Secretary of the CCPD Board.
A motion was made by Vice President James Coker and seconded by Director David Start to
approve the appointment of Ms. Angela Jackson as Secretary of the Baytown Crime Control and
Prevention District. The vote was as follows:
Ayes: President Nicholas Rice, Vice President James Coker, Director David

2. MINUTES
a. Consider approving the minutes of the Baytown Crime Control and Prevention
District Regular Meeting held on July 12, 2022.
A motion was made by Director Charles Eugene Murrell, and seconded by President Nicholas
Rice to approve the minutes of the Baytown Crime Control and Prevention District Regular
Meeting held on July 12, 2022, as submitted. The vote was as follows:
Ayes: President Nicholas Rice, Vice President James Coker, Director Loretta
White, Director Jose Ortega, and Director Charles Eugene Murrell
Nays: None
Other: Director David Start (Abstain) and Director Lloyd J. Herrera (Absent)

3. REPORTS
a. Receive the Baytown Crime Control and Prevention District Quarterly Financial
and Investment Reports for the Quarter Ending June 30, 2022.
The Baytown Crime Control and Prevention District's (CCPD) Quarterly Investment Report, for
the Quarter Ending June 30, 2022, was submitted for review in accordance with the Public Funds
Investment Act, Section 2256..023 (a) and (b). Finance Director Victor Brownlees reported that
the CCPD ended the year with $750,522 in balances. As of June, the CCPD had $666,343 which
allowed for about a half of a million dollars in the current year's budget as additional
contingency. Mr. Brownlees expressed sales tax remained buoyant. If it continued to rise, staff
could suggest other ways to return that money throughout the year. Overall, the CCPD was on a
good course with a good budget, sufficient contingency, and a well-equipped Police Department.
b. Presentation of the Baytown Crime Control and Prevention District's Street Crime
Unit, Traffic Management Team, and Commercial Vehicle Enforcement (CVE) statistical
reports.
The Board received a presentation from the Police Department of the Baytown Crime Control
and Prevention District's Street Crime Unit, Traffic Management Team, and Commercial
Vehicle Enforcement (CVE) statistical reports. In referencing the packets provided to the
Directors, Police Chief John Stringer noted the low stats of the Street Crime Unit was due to
several individuals recovering from injuries. The Unit was nonetheless able to produce numbers
and Chief Stringer credited that to their new Sergeant. Street Crimes were traditionally and
strictly enforcement; however, they now emphasized on community support, relationships, and
partnerships. The Unit was moved in to the Special Investigations Division to give them a
uniformed element and to free up Patrol Units. While personnel matters were transferred to the
General Budget, the Street Crime Unit would continue to use equipment funded by the CCPD.

The same was true for their Traffic Management Team and CVE. Chief Stringer lastly addressed
the fact that they were short staffed which would continue to cause fluctuations in their numbers.
4. MANAGER'S REPORT
a. The next Baytown Crime Control and Prevention District meeting is scheduled for
Tuesday, January 10, 2023, at 4:30 P.M., in the Council Chamber located at City Hall, 2401
Market Street, Baytown, Texas 77520.
General Manager Rick Davis thanked the Board Members for their support in purchasing several
fleet vehicles and a cargo van that would assist in transporting detainees to Harris County. Those
items were purchased from the CCPD Fiscal Year 2022-2023 Budget Fund. To end his report,
Mr. Davis reminded the Board of their next meeting which was scheduled for January 10, 2023.
5. ADJOURN
With there being no further business to discuss, President Rice adjourned the October 11, 2022,
