2022 10 18 FCPEMSD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT October 18, 2022 The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) met in a Regular Meeting on Tuesday, October 18, 2022, at 4:30 P.M., in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Brenda Bradley -Smith President John Adkins Vice -President Rhonda Lopez Director Barry L. Hawkins Director Maurice Watts Director Jamari Gilbert Director Rick Davis General Manager Jamilah Way Assistant General Counsel Angela Jackson Secretary President Bradley -Smith convened the October 18, 2022, Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) Board Regular Meeting with a quorum present at 4:30 P.M. All members were present with the exception of the absence of Director Preet Singh. 1. MINUTES a. Consider approving the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Regular Meeting held on July 19, 2022. A motion was made by Vice President John Adkins and seconded by Director Barry L. Hawkins to approve the meeting minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Regular Meeting held on July 19, 2022, as submitted. The vote was as follows: Ayes: President Brenda Bradley -Smith, Vice President John Adkins, Director Maurice Watts, Director Barry L. Hawkins, Director Rhonda Lopez, and Director Jamari Gilbert Nays: None Other: Director Preet Singh (Absent) Approved FCPEMSD Board Regular Meeting Minutes October 18, 2022 Page 2 of 3 2. REPORTS a. Receive Baytown Fire Control Prevention and EMS District Quarterly Financial and Investment Reports for the Quarter Ending June 30, 2022. Finance Director Victor Brownlees presented to the FCPEMSD Board the Quarterly Financial and Investment Reports for the Quarter Ending June 30, 2022. The City's performance in sales tax collections continued to be positive over the final months of the year. The FCPEMSD set their budget for the new year based on the total sales tax receipts in the prior year of about $2.3 million. On expenditures, Mr. Brownlees reminded the Board that it would be the last year they would see personnel expenditures in their budget. Per the decisions of the FCPEMSD and City Council, personnel expenditures were moved to the General Fund. With that said, expenditures were at about $2.3 to $2.4 million for the prior year. For the balance of the current year, Mr. Brownlees anticipated somewhere around three quarters of a million dollars would be added to the about $200,000 currently in surplus in terms of collections verses expenditures that are planned in the budget. Overall, the FCPEMSD was in a very healthy position. As in the past, staff would come back to the FCPEMSD if their balance grew, to discuss ways they could put that money to work. When the Board would close the year and look at their first quarter, Mr. Brownlees offered to then discuss how they would like to spend their taxpayer money. On another note, Vice President John Adkins questioned how much was owed on the Fire Training Field. Fire Chief Kenneth Dobson stated that he believes they have six more years to pay off a combined balance of approximately $4.5 million, which equates to approximately $752,000 a year. b. Present an update regarding the Baytown Fire Training Field. Assistant Fire Chief Ryan Tucker presented an update on the Baytown Fire Training Field and stated that the Fire Training Field continues to be heavily utilized and that the Facility is booked for the next few months, with Enterprise being one of those users. In the first three quarters, the facility generated about $80,000 in revenue, which puts the City on track with their schedule for the year, with $105,000 to $110,000 generated in revenues thus far without the use of the industrial props. Assistant Chief Tucker further stated that they are still having problems with the propane lines that connect to some of the industrial props and stated that the City ceased doing business with the contractor that was set to do the repairs. Thus, the City had to go out for bids again to remove the old lines and install new ones. The estimated time of completion for this project will be approximately four to eight weeks from present day. Director Maurice Watts asked if there would be a ribbon cutting ceremony and Fire Chief Kenneth Dobson responded that staff would set it up once the repairs are complete. Further, Assistant Chief Tucker elaborated on the industrial prop issue with the piping and described what the Fire Training Field is, and its many uses, for the new FCPEMSD Board Members. 3. MANAGER'S REPORT a. The next Baytown Fire Control, Prevention, and Emergency Medical Services District meeting is scheduled for Tuesday, January 17, 2023, at 4:30 P.M. in the Baytown FCPEMSD Board Regular Meeting Minutes October 18, 2022 Page 3 of 3 Conference Room located at City Hall, 2401 Market Street, Baytown, Texas. General Manager Rick Davis gave kudos to former Fire Chief Shon Blake who advocated for the next phase of the Fire Training Field. With him and the FCPEMSD, the City was able to make that a reality. Mr. Davis further shared that, after seven and a half years of working with the FCPEMSD, it was his last meeting. He thanked the Directors and noted their next meeting was on January 17, 2023. President Bradley -Smith added it may also be her last meeting as the Mayor will be making an appointment for the Mayor At Large position on the Board. She thanked the Directors and expressed it was great working with them. 4. ADJOURN With there being no further business to discuss, a motion was made by Director Maurice Watts and seconded by Vice President John Adkins to adjourn the October 18, 2022, FCPEMSD Board Regular Meeting at 4:43 P.M.
