1984 09 21 BAWA Minutes 40921-1 MINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN AREA WATER AUTHORITY September 21, 1984 The Board of Directors of the Baytown Area Water Authority, Harris County, Texas, met in regular session on Friday, September 21, 1984, in the Conference Room of the Baytown City Hall with the following attendance: Robert L. Gillette, President Dan Mundinger, Vice President Peter R. Buenz, Secretary Knox Beavers, Board Member A. S. (Skip) Rome, Board Member Consider Minutes for Meeting Held July 18, 1984 Board member Rome moved for approval of the minutes for the meeting held July 18, 1984; Board member Beavers seconded the motion. The vote follows: Ayes: Board members Beavers, Buenz, Gillette, Mundinger and Rome Nays: None Billy Plante, President of Harris County Fresh Water Supply District No. 27, will appear regarding the district's purchase of water Billy Plante, representative of Harris County Fresh Water Supply District No. 27, requested that the Baytown Area Water Authority Board consider increasing the present contract by 8.2% up to 30 million gallons a year which means a district would be purchasing 86,000 gallons per day. The administration had looked at pumpage for the last six months to develop estimates of usage. Presently, the total amount under contract is 7. 9 million gallons a day. The plant was designed to handle an average daily production of 13 million gallons a day. Future customers, including the contract with Thompson Road Municipal Utility District is a little over one million a day which brings projected usage to about 9 million gallons a day. Herb Thomas, Plant Manager, explained that in August, 1984, the peak usage was 9. 9 million gallons per day which when added to future usage brings peak loads to 11 million gallons per day. In July, the plant was tested at 17 million gallons for an eight hour period. Everything was operating without failure at that point. There was still a pump available for usage at this point. 2 -409 1 2 Minutes of the BAWA Board - September 21, 1984 Board member Buenz moved to authorize the request of Harris County Fresh Water Supply District No. 27 to increase its contract up to 30 million gallons a year and instruct the city attorney to work with the district' s attorney to draw up the necessary amendments to the contract. Board member Beavers seconded the motion. The vote follows : Ayes: Board members Beavers, Buenz, Gillette, Mun- dinger, and Rome Nays: None Consider Awarding Bid for Installation of Motor Control Center Four bids were received for installation of Motor Control Center as follows: Apollo Industrial $14,798.10 Gulf Coast Electric 15, 481. 00 General Electric 39,400. 00 Pfeiffer Electric 24,679. 00 The administration recommended the bid be awarded to the low bidder, Apollo Industrial. Mr. Thomas stated that he had spoken with all the bidders, and the basic difference in the bids is a result of utilizing union labor versus non- union labor. Board member Beavers moved to award the bid to Apollo Industrial; Board member Rome seconded the motion. The vote follows: Ayes: Board members Beavers, Buenz, Gillette, Mundinger and Rome Nays: None Report from Plant Manager In July the sales of water reached 9. 5 million gallons of water per day; sales in August reached 9. 9 million gallons per day; through September 18, sales reached 9.5 million gallons per day. The turbidity rates have been lowered at the plant. Over the last couple years, the plant has been reporting turbidity rates averaging . 4, while the standard is 1. 0. In August, the plant reported a .22 and through the 18 days of September, the plant has been averaging .12; therefore, the plant has been making very good water. Historically, since the plant has been on line, there have been complaints about the taste of the water during the summer months. This is when the blue algae blooms, and it is very difficult to control this growth in surface water treatment. In July, there were 19 customer complaints. On August 1, a slight change was made in the treatment program. 41017-3 Minutes of the BAWA Meeting - October 17, 1984 Consider Amendment to the Water Contract with Harris County Fresh Water Supply District No. 27 Billy Plante was present to represent Harris County Fresh Water Supply District No. 27. He reminded the board that at the last meeting, the district had requested an additional eight (8%) percent increase in water. At that time the representatives had not met with the subsidence district which meets in November; therefore, Mr. Plante requested that the board postpone consideration of the amendment to the water contract with Harris County Fresh Water Supply District No. 27 to allow representatives of the district to appear before the subsidence district board on November 7. Mr. Plante stated that he felt that it would be to the district' s advantage to have the contract renewed on an annual basis. Mr. Lanham stated that he felt the districts ' would need a long term contract for purposes of financing; however, the districts may want to have the option of reviewing the minimum take or pay provisions on an annual basis; Board member Buenz agreed. Mr. Plante clarified that he really was thinking of the minimum take or pay provisions being re-evaluated on a yearly basis. The board had no objections to postponing action on this matter until such time as advised by the district representatives that they are ready to proceed. • Plant Manager Report Herb Thomas, Plant Manager, reported that when the City of Baytown wells are exercised, the well water is not mixed with the surface water, but expended into the storm sewer system in order to provide consistency in the taste of the water. The characteristics of well and surface water are very different. Well water has more alkalinity and is more aggressive. Due to the aggressiveness of well water it has a tendency to etch the pipes, and if there is any scale on the interior of the pipes, and there is, it will scour it off, resulting in numerous complaints. There has been no well water placed into the distribution system since the freeze last Christmas. At the last meeting of the board, Apollo Electric was awarded the bid to install the new motor control center. Last Wednesday, power was put on that new control center and the first motor was fired up. There are three motors on the transfer station. The entire job should be completed by the end of next week. 41017-4 Minutes of the BAWA Meeting - October 17,. 1984 The good quality of the water has continued since the last report. Since the employees have performed in such an admirable fashion, on October 3, Mr. Thomas addressed a letter to the employees highlighting their accomplishments in August and September. Through October 17, this favorable performance was continued with an average of .10 turbidity as evidenced by the few solids present in the water. Presently, the staff has undertaken a painting campaign around the facility. Otherwise, the plant is operating in a routine, base mode. In the month of September, average pumpage was 9.2 gallons per day. Adjourn There being no further business to be transacted, the meeting was adjourned. Peter R. Buenz, ecretary
