January 26, 2023
The City Council of the City of Baytown, Texas, met in a Regular Work Session on Thursday,
January 26, 2023, at 6:00 P.M. in the Council Chamber of the Baytown City Hall, 2401 Market
Street, Baytown, Texas with the following in attendance:

Mayor Capetillo convened the January 26, 2023, City Council Regular Work Session with a
quorum present at 6:00 P.M., and with all members present.
1. DISCUSSIONS
a. Receive an update on the transition with Best Trash,LLC.,for the Annual Residential
Solid Waste Collection, Disposal, and Recycling Services Contract.
Public Works and Engineering Director Frank Simoneaux updated Council on the transition from
Waste Management to Best Trash for their solid waste collection. He first began with the timeline.

—Started delivering carts on November 16th; — Started picking up their recycling carts on
—Completed delivery on November 29th; and December 1st and did not complete that, as
—Started their service on December 1st. agreed,by December 9th; so
—The City started picking up the remaining carts
on December 10th which Waste Management
later picked up from the City's facility.
To help with the transition, Mr. Simoneaux provided Council an extensive list of how the Public
Affairs Department communicated with the public. They communicated mainly through social
media and flyers. After, Mr. Simoneaux displayed the following graph of the service requests that
occurred during the transition. He informed Council the requests were at their expected level.

The bumps in the road during the transition that Mr. Simoneaux mentioned were as follows:
• Initial confusion of residents on which cart to use;
• During the first two weeks, 70% of the missed services was due to trash and recycling not
being out in time; and
• Issues with seniors and disabled residents that depended on assistance with cart handling
(Waste Management did not provide their list of those residents that needed assistance).
The other service requests included issues with carts that were broken, not assembled correctly,
and not delivered due to issues with the City's map.With the residents that continued to use ninety-
five-gallon containers, Best Trash allowed some leeway in the first couple of weeks. They tagged
those cans to notify residents they were not allowed for use and had since stopped emptying those.
Currently, Best Trash and City Staff continued to meet on a weekly basis. They felt like the issues
had been largely resolved and the transition had been fairly smooth and successful.Mr. Simoneaux
provided phone numbers for the Council Members that received calls from residents regarding
their trash. With that, Council proceeded to comment over the transition. While they received a
few complaints from citizens, Council complimented Staff, Best Trash, and the transition overall.
