December 12, 2022
The City Council of the City of Baytown,Texas,met in a Special Meeting on Monday, December
12, 2022, at 5:28 P.M. in the Council Chamber of the Baytown City Hall, 2401 Market Street,
Baytown, Texas with the following in attendance:

Mayor Pro Tem Jacob Powell convened the December 12, 2022, City Council Special Meeting
with a quorum present at 5:28 P.M. All members were present with the exception of the absence
of Mayor Brandon Capetillo.
1. CONSENT
A motion was made by Council Member Sarah Graham and seconded by Council Member Laura
Alvarado to approve Consent Agenda Items l.a. through 1.f. The vote was as follows:
Ayes: Council Member Laura Alvarado, Council Member Sarah Graham, Council
Member Kenrick Griffith, Council Member Heather Betancourth, Mayor
Pro Tern Jacob Powell, and Council Member Mike Lester
Nays: None
Other: Mayor Brandon Capetillo (Absent)

a. Consider an ordinance authorizing an Interlocal Agreement with the Baytown
Municipal Development District for funding the design and construction of the proposed
Tompkins Park Property located at 4000 Tompkins Drive.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, AUTHORIZING THE CITY MANAGER TO EXECUTE AND THE
CITY CLERK TO ATTEST TO THE INTERLOCAL AGREEMENT WITH THE
BAYTOWN MUNICIPAL DEVELOPMENT DISTRICT FOR FUNDING THE
DESIGN AND CONSTRUCTION OF THE PROPOSED TOMPKINS PARK
PROPERTY LOCATED AT 4000 TOMPKINS DRIVE; AND PROVIDING FOR
THE EFFECTIVE DATE THEREOF.
b. Consider an ordinance authorizing an Interlocal Agreement with the Baytown
Municipal Development District for funding the design and development of a proposed new
park located within the Lakewood Subdivision.
ORDINANCE NO. 15,316
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, AUTHORIZING THE CITY MANAGER TO EXECUTE AND THE
CITY CLERK TO ATTEST TO THE INTERLOCAL AGREEMENT WITH THE
BAYTOWN MUNICIPAL DEVELOPMENT DISTRICT FOR FUNDING THE
DESIGN AND DEVELOPMENT OF A PROPOSED NEW PARK LOCATED
WITHIN THE LAKEWOOD SUBDIVISION; AND PROVIDING FOR THE
EFFECTIVE DATE THEREOF.
c. Consider an ordinance authorizing an Interlocal Agreement with the Municipal
Development District for funding the design study for the Eddie V. Gray Wetlands Center
Relocation and Chandler Arboretum Project.
ORDINANCE NO. 15,317
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, AUTHORIZING THE CITY MANAGER TO EXECUTE AND THE
CITY CLERK TO ATTEST TO THE INTERLOCAL AGREEMENT WITH THE
BAYTOWN MUNICIPAL DEVELOPMENT DISTRICT FOR FUNDING THE
DESIGN STUDY FOR THE EDDIE V. GRAY WETLANDS CENTER
RELOCATION AND CHANDLER ARBORETUM PROJECT; AND
PROVIDING FOR THE EFFECTIVE DATE THEREOF.
d. Consider an ordinance authorizing an interlocal agreement with the Baytown
Municipal Development District for the design of the 100 Block of Texas Avenue Project.
ORDINANCE NO. 15,318
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, AUTHORIZING THE CITY MANAGER TO EXECUTE AND THE
CITY CLERK TO ATTEST TO THE INTERLOCAL AGREEMENT WITH THE
BAYTOWN MUNICIPAL DEVELOPMENT DISTRICT FOR FUNDING THE
DESIGN OF THE 100 BLOCK OF TEXAS AVENUE PROJECT; AND
PROVIDING FOR THE EFFECTIVE DATE THEREOF.

e. Consider an ordinance approving payment to the Texas Commission of
Environmental Quality for the City of Baytown's annual water system fee.
ORDINANCE NO. 15,319
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, AUTHORIZING PAYMENT IN THE AMOUNT OF EIGHTY-NINE
THOUSAND EIGHT HUNDRED TWENTY-SIX AND 80/100 DOLLARS
($89,826.80) TO THE TEXAS COMMISSION ON ENVIRONMENTAL
QUALITY FOR THE ANNUAL FEE FOR THE CITY'S WATER SYSTEM;
AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.
f. Consider an ordinance authorizing the City Manager to negotiate an agreement with
United Healthcare of Texas, Inc., as the carrier/administrator for the City of Baytown's
medical and pharmaceutical claims.
ORDINANCE NO. 15,320
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, AUTHORIZING AND DIRECTING THE CITY MANAGER TO
EXECUTE AND THE CITY CLERK TO ATTEST TO AN AGREEMENT WITH
UNITED HEALTHCARE OF TEXAS, INC., AS THE ADMINISTRATOR OF
THE CITY OF BAYTOWN'S MEDICAL AND PHARMACEUTICAL CLAIMS,
FOR SPECIFIC AND AGGREGATE STOP LOSS COVERAGE, AND FOR
NETWORK SERVICES ON BEHALF OF THE CITY OF BAYTOWN;
AUTHORIZING PAYMENT IN AN AMOUNT NOT TO EXCEED THREE
HUNDRED TEN THOUSAND AND NO/100 DOLLARS ($310,000.00) FOR
THE THIRD-PARTY ADMINISTRATOR SERVICES; AND PROVIDING FOR
THE EFFECTIVE DATE THEREOF.
2. APPOINTMENTS
a. Receive the Mayor's appointments of one (1) representative and one (1) alternate to
the 2023 Transportation Policy Council and one (I) representative and one (1) alternate to
the 2023 Technical Advisory Committee.
A motion was made by Council Member Kenrick Griffith and seconded by Council Member Laura
Alvarado to suspend Item 2.a. for no later than January 12, 2022. The vote was as follows:
Ayes: Council Member Laura Alvarado,Council Member Sarah Graham, Council
Member Kenrick Griffith, Council Member Heather Betancourth, Mayor
Pro Tem Jacob Powell, and Council Member Mike Lester
