The City Council of the City of Baytown, Texas,met in a Special Meeting on Tuesday, December
6, 2022, at 9:05 A.M. in the Council Chamber of the Baytown City Hall, 2401 Market Street,
Baytown, Texas with the following in attendance:
Laura Alvarado Council Member
Chris Presley Council Member

Heather Betancourth Council Member

Brandon Capetillo Mayor
Rick Davis City Manager
Scott Lemond City Attorney

Mayor Capetillo convened the December 6, 2022, City Council Special Meeting with a quorum
present at 9:05 A.M., and with all members present.
1. EXECUTIVE SESSION
a. Recess into and conduct an executive session pursuant to Section 551.074 of the Texas
Government Code to conduct interviews for the appointment of a City Manager.
At 9:05 A.M., Mayor Capetillo recessed and convened in to an executive session pursuant to
Section 551.074 of the Texas Government Code to conduct interviews for the appointment of a
City Manager.
At 4:03 P.M., Mayor Capetillo reconvened the open meeting and announced that, in accordance
with the 551.102 of the Texas Government Code, no action was taken in the Executive Session.
2. PROPOSED RESOLUTION
a. Consider a resolution authorizing CPS-HR Consulting to negotiate an Agreement for
Professional Services and Employment for the position of City Manager
A motion was made by Council Member Chris Presley and seconded by Council Member Charles
Johnson to approve Resolution No. 2,809, related to Item 2.a. The vote was as follows:
Ayes: Mayor Brandon Capetillo, Council Member Laura Alvarado, Council
Member Chris Presley,Council Member Charles Johnson,Council Member

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, DIRECTING COOPERATIVE PERSONNEL SERVICES D/B/A CPS
HR CONSULTING TO NEGOTIATE WITH CITY MANAGER CANDIDATES
FOR CITY MANAGER SERVICES; AND PROVIDING FOR THE EFFECTIVE
DATE THEREOF.
3. ADJOURN
With there being no further business to discuss, Mayor Capetillo adjourned the December 6,
2022, City Council Special Meeting at 4:04 P.M.
