FOR THE EFFECTIVE DATE THEREOF.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS:
Section 1: That the City Council of the City of Baytown, Texas,hereby authorizes and directs
the City Manager to execute the First Amendment to the Consulting Services Agreement with Huitt-Zollars,
Inc., for the West District Wastewater "Treatment Plant Operations Building Contract. A copy of said
amendment is attached hereto as Exhibit "A" and incorporated herein for all intents and pulwses.
Section 2: That the City Council of the City of Baytown authorizes payment to Huitt-Zollars,
Inc., in an amount not to exceed THREE HUNDRED EIGHTEEN THOUSAND FIVE HUNDRED
TWENTY-THREE AND NO/100 DOLLARS ($318,523.00) for professional services in accordance with
the amendment authorized in Section l hereinabove.
Section 3: This ordinance shall take effect immediately from and after its passage by the City
Council of the City of Baytown.

Explanation:
This Amendment encompasses the following:
The scope of work is for Phase 2 and the basis for this new service proposal is to add Design, Bid and
Construction Administration into the Original contract.
In May 2022, we, the City of Baytown, administratively approved a contract for professional services with
Huitt-Zollars Inc to do Programming and Conceptual design phase One with a total contract value of
$22.300.00. We are requesting Design, Bid and Construction Services for Phase 2.
The proposed operations building will include: new offices for three (3) supervisors, a staff training room, a
larger laboratory area, an operation control room where SCADA monitors and controls will be located, a staff
break room, a conference room to accommodate at least S people, a compliant restroom facilities and lockers
to accommodate the 15 staff that will be housed at this building,janitorial and storage area and separate office
supply storage area, mechanical room, Information Technology room (IT room), and parking area with space
for at least 15 vehicles. The project should also include video surveillance system and perimeter fencing for
security to meet regulatory requirements.

Architectural Services: Standard Scope of Work
Design Services for the West District Waste Water Treatment Plant Operations
Building and related support to be provided include geotechnical soils report,
topographic/site survey, complete civil, landscape, architectural, structural,
mechanical, electrical, plumbing, fire protection, telecommunications, security
and supervisory control and data acquisition (SCADA) design services. In
addition, the following services will be included.
I. Phase 1 — Programming (completed)
1. Conduct a basic space programming charrette with City and Facility
Staff.
2. Create a Program of Spaces for building interior, including: basic
information such as sizes, space requirements, workflows, activities
and special uses.
3. Facilitate meetings with City Staff as needed to develop basic space
planning and programming. Consider components, systems,
equipment and materials.
4. Obtain facility use expectancies and space requirements from Facility
Staff.
5. Attend pre-Development meetings with City staff and any pertinent
external agencies (County, State and Federal) as required to
determine and gain approvals from all pertinent entities.
6. Provide a schematic cost estimate and design project schedule.
7. Prepare and submit three (3) sets of program of spaces and
adjacencies layout for review and approval.
8. Conduct programming review meeting with City and Facility Staff
Phase 1 design scope was completed June, 2022. Outcome was an
approximately 6,000 square feet two story building concept; with employee locker
rooms/showers/restrooms, mechanical room, electrical room and server room on
level 1, and with control room, manager/supervisor offices, break room and
meeting room on level 2. A single elevator unit will serve both levels. Parking for
approximately 24 standard vehicles is to be provided.
Huitt-Zollars, Inc. Phase 2 design scope (as described below) is the basis for this
new service proposal.
II. Phase 2 — Design/Bid/Construction Administration
A. In addition to the design services performed directly by Huitt-Zollars, Inc.
for the phased project delivery described below; our selected/contracted

consultants will be providing design services for the following areas of
design
1. Geotech soils engineering. This scope will include providing:
a. Field exploration of the site including locating on site private
utilities; subsurface boring and backfilling; obtaining soil samples to
approximately thirty feet depth.
b. Provide laboratory soil testing and classification by geotechnical
engineer.
c. Development of a Geotech report with detailed boring analysis
d. Provide recommendations for foundation, site paving and floor slab
design.
2. Structural Engineering. This scope will include:
a. Phased structural engineering design services
b. Provide signed and sealed contract documents including drawings
and specifications for building foundation, floor slab, structural
walls, interior structural framing, elevated floor and roof slabs.
c. Construction administration activities including structural shop
drawing review and field inspections.
3. Texas Department of Insurance Windstorm Certification assistance.
This scope will include:
a. Review of documentation for foundation, structural framing, roof
deck, roofing, exterior doors/windows.
b. Site inspection of foundation, moment frames, roof deck,
installation of exterior doors/windows and roofing system.
c. Performing final Texas Department of Insurance Windstorm
Inspection and issue of WPI-2 form to Texas Department of
Insurance for approval of WP-8 for the building.
4. Technology. This scope will include the design of a scalable
Technology systems infrastructure to support building communications,
audiovisual, video surveillance, electronic access control, intrusion
detection, and future needs as follows.
a. Design per TIA standards compliant copper and fiber optic cabling
system to facilitate distribution of all technology systems between
service entrance rooms, main telecommunications rooms, floor
telecommunications rooms. This consists of the cabling design and
space planning in telecommunications rooms for all building
services which would include telephone/data connectivity
throughout the building and wireless data systems.
b. Design an integrated audiovisual solution for conference rooms.
The system will feature a video display or display(s) sized
appropriately for the specific venue, local sound reinforcement
within the space, and integrated control of audiovisual equipment.
c. The design of a new electronic access control, intrusion detection
and video surveillance systems. The systems design shall include
head end control devices and all field devices. The system shall be
scalable to accommodate future building expansion. The design of

video surveillance system will allow the observance of interior and
exterior public areas and other areas of interest throughout the
facility. The design of the key card access control system will
provide controlled access into and out of the facility for the
employee staff. The design of the intrusion detection system will
provide motion sensors, and/or glass break sensors to monitor
building intrusion, and alarm keypads at strategic locations to alarm
or dis-alarm the building. This system will be based upon the
owner's program of requirement and needs.
5. Supervisory Control and Data Acquisition (SCADA). This scope will
include
a. Basic design services (preliminary engineering report, detailed
design drawings, technical specifications, cost estimates, bid phase
and construction phase services).
b. Admin building SCADA-design of SCADA system for the new
operations building; control room will house SCADA system
operation console, servers, and communication equipment.
c. Coordination and additional SCADA system support will be
provided during design phase; The SCADA design for the adjacent
main waste water treatment plant is not included in this design
scope; that design is to be provided separately by the City of
Baytown and will be required for final integration into the SCADA
design for the new Operations Building.
d. GAI will coordinate and provide additional SCADA system support
during design phase
B. Schematic Design (30% Contract Documents)
1. Facilitate meetings with City staff to review building square footage, life
safety codes and building requirements. Review existing plans and
utilities, zoning requirements to develop Schematic Architectural and
MEP Design Documents.
2. Complete a topographic/utility/site survey of the existing property and
distribute to the Owner for their use.
3. Perform borings and site inspections to facilitate preparation and issue of
geotechnical soil report for aid in building and civil design.
4. Obtain and review applicable City standards and guidelines for design
(Design Criteria Manual, Unified Development Code) and provide design
that meets City codes.
5. Prepare and submit three (3) sets of Schematic Design Documents,
Preliminary Specifications, Schematic cost estimate and schedule to the
City staff for review and approval. (30% plan review). Components to
include:
a. floor plans, building circulation plan and code review
b. interior elevations, rendering and color palette
c. critical building sections and details
d. schematic mechanical, electrical and plumbing plans

e. provide preliminary interior finishes schedule
f. update preliminary cost estimate
6. After receiving schematic design comments, meet with:
a. Planning Department, Building Officials and Fire Marshall to
review project requirements, such as platting, life safety and
major code compliance.
b. City Engineer to review project drainage and floodplain
requirements.
c. Public Works to review existing and proposed utilities, extension
of utilities, utility easements, roadways, extension of right of ways.
7. Respond in writing to all City comments on plans.
8. Coordinate with private utilities and service providers related to new
facilities (power distribution, back-up power/generator facilities, utility
easements, telecommunication/fiber.
C. Design Development Phase (60%Contract Documents)
1. Facilitate meetings with City staff to develop Design Development
Documents.
2. Prepare and submit Design Development Documents including Detailed
Specifications, Cost Estimate and schedule to the City staff for review
and approval. (60% plan review). Components to include:
a. site plans, demolition/clearing plans, paving layouts, traffic
circulation, lighting, signage and utilities
b. floor plans, structural, civil, architectural, storm water pollution
prevention plan (SWPPP), mechanical, electrical, plumbing, fire
protection and landscaping
c. exterior elevations, rendering and color palette
d. building sections and details
e. interior elevations, casework and millwork elevations
f. drainage study and detention calculations
g. report addressing all City's Design Criteria and Code
requirements
3. Respond in writing to all City comments on plans.
4. Coordinate final utility plans, including electrical power, natural gas, any
water and sewer extensions, new telecommunications/fiber to serve the
project.
D. Bid Documents/Permit Phase (90% and 100% Contract Documents)
1. Prepare complete Contract Documents and Specifications ready for
Permitting and Contractor's use in bidding and construction.
2. Acquire signature of City Engineer / PWE Director.
3. Submit to City staff for code and general review and approval (90% plan
review).
4. Attend follow up meetings with Fire Marshall, City Engineer, Planning
and Chief Building Official (CBO).

a. Obtain necessary outside governmental agency approvals and
signature of plans.
5. Complete Platting and record Plat (if required).
6. Complete final coordination with private utilities and service providers.
7. Prepare and submit complete set of Contract Documents and
Specifications ready for Contractor's use including 90% written
responses, Specifications and Architect's Cost Estimate and schedule
to:
a. PWE Department for review and approval (100% plan review)
b. Community Development for formal Permit
8. Submit plans to Texas Department of Licensing and Regulation (TDLR)
or Registered Accessibility Specialist (RAS) for accessibility review.
9. Correct plans to reflect issues noted by Review for Permit.
E. Bid Phase (competitive bidding process as required by the City)
1. Provide scope of work for Notice to Bidders (NTB) to the Project
Manager. City is responsible for advertising.
a. Produce bid items in required format for electronic bidding
b. Chair pre-bid meeting and attend the Bid Opening
c. Respond in writing to questions from bidders and prepare
addenda as necessary, City will post all addenda.
d. Prepare Engineer's Recommendation of Award Letter that
includes the following required content:
i. Check for math errors and reconcile any mathematical
discrepancies
ii. Review for unbalance bid items
iii. Certified Bid Tabulation including Engineer's estimate
iv. Review of contractor's financial standing and references
provided
v. Explanation of discrepancies between the Engineer's
estimate and bids
vi. Recommendation to award
2. Attend City Council meeting and recommendation for award of
Contract for Construction.
3. Produce and transmit to selected contractor five (5) sets of project
manuals ready for execution with City's Notice of Intent to Award (NOI)
'This is the use of bid strategies to attain lowest possible prices for work,
use of alternatives, etc.
F. Construction Administration Phase
1 . Facilitate Pre-Construction meeting and attend regular bi-weekly
construction progress meetings.
2. Provide Construction Administration.
a. Review, log and approve submittals, shop drawings, Request for
Information etc.
b. Review Construction Materials Testing reports.

c. Review and approve applications for payment.
d. Coordinate with Construction Manager or Project Manager on all
Request for Change Proposals, Change Orders, etc. including
maintaining a log of all such documents.
e. Provide direction for questions and concerns from the contractor
and Construction/Project Manager in resolution of problems.
3. Provide Field Services for entire construction period
a. Architect's Construction Administrator to conduct a bi-weekly site
visit, including observation of structural concrete placement,
underground piping installation and inspections, mechanical/
electrical/plumbing cover-up, masonry installation, ceiling cover-
ups, etc.
b. Provide site visit report to Project Manager bi-weekly.
c. Conduct windstorm reviews of pertinent submittal documents and
on site inspections as necessary to validate Texas Department of
Insurance Windstorm Certification.
4. Conduct Substantial Completion Inspection:
a. Coordinate with Construction Manager/Project Manager to create
punch list.
b. Substantiate that items noted are completed
c. Issue Substantial Completion Certificate.
G. Project Close Out
1. Provide Warranty Administration Services during the entire Warranty
Period. Architect to issue Warranty Reports and review items after the
Contractor has notified the City that these items are complete.
2. Provide support services as needed during the project close out
process.
3. Obtain and review close out submittal from the contractor for
completeness before transmitting to the City which include but are not
limited to:
a. Contractor's red lines and as-built notes
b. Warranty information
c. Material Safety Data Sheet (MSDS)
d. Operating Manuals
e. Start up and testing reports
f. Building commissioner report
g. As-Built record drawings (in hard copy and digital format)
4. Issue Final Completion and Acceptance letter to the City
recommending acceptance.
5. Obtain Texas Department of Insurance Windstorm Certification.

Explanation:
This Amendment encompasses the following:
The scope of work is for Phase 2 and the basis for this new service proposal is to add Design. Bid and
Construction Administration into the Original contract.
In May 2022, we, the City of Baytown, administratively approved a contract for professional services with
Huitt-Zollars Inc to do Programming and Conceptual design phase One with a total contract value of
$22,300.00. We are requesting Design, Bid and Construction Services for Phase 2.
The proposed operations building will include: new offices for three (3) supervisors, a staff training room, a
larger laboratory area, an operation control room where SCADA monitors and controls will be located, a staff
break room, a conference room to accommodate at least 8 people, a compliant restroom facilities and lockers
to accommodate the 15 staff that will be housed at this building,janitorial and storage area and separate office
supply storage area, mechanical room, Information Technology room(1T room),and parking area with space
for at least 15 vehicles. The project should also include video surveillance system and perimeter fencing for
security to meet regulatory requirements.

control. This Amendment has been jointly negotiated by the parties hereunder and shall not be construed against
a party hereunder because that party may have assumed primary responsibility for the drafting of this Amendment
By this Amendment, the City does not consent to litigation or suit, and the City hereby expressly revokes any
consent to litigation that it may have granted by the terms of this Amendment,the Agreement or any other contract
or agreement or addenda, any charter, or applicable state law. Nothing contained in this Amendment or in the
Agreement shall be construed in any way to limit or to waive the City's sovereign immunity.
The persons executing this Agreement hereby represent that each party has the fiill power and authority to enter
into and perform pursuant to this Amendment, and that each has been properly authorized and empowered to
enter into this Amendment.

Architectural Services: Standard Scope of Work
Design Services for the West District Waste Water Treatment Plant Operations
Building and related support to be provided include geotechnical soils report,
topographic/site survey, complete civil, landscape, architectural, structural,
mechanical, electrical, plumbing, fire protection, telecommunications, security
and supervisory control and data acquisition (SCADA) design services. In
addition, the following services will be included.
I. Phase 1 — Programming (completed)
1. Conduct a basic space programming charrette with City and Facility
Staff.
2. Create a Program of Spaces for building interior, including: basic
information such as sizes, space requirements, workflows, activities
and special uses.
3. Facilitate meetings with City Staff as needed to develop basic space
planning and programming. Consider components, systems,
equipment and materials.
4. Obtain facility use expectancies and space requirements from Facility
Staff.
5. Attend pre-Development meetings with City staff and any pertinent
external agencies (County, State and Federal) as required to
determine and gain approvals from all pertinent entities.
6. Provide a schematic cost estimate and design project schedule.
7. Prepare and submit three (3) sets of program of spaces and
adjacencies layout for review and approval.
8. Conduct programming review meeting with City and Facility Staff
Phase 1 design scope was completed June, 2022. Outcome was an
approximately 6,000 square feet two story building concept; with employee locker
rooms/showers/restrooms, mechanical room, electrical room and server room on
level 1, and with control room, manager/supervisor offices, break room and
meeting room on level 2. A single elevator unit will serve both levels. Parking for
approximately 24 standard vehicles is to be provided.
Huitt-Zollars, Inc. Phase 2 design scope (as described below) is the basis for this
new service proposal.
ll. Phase 2 — Design/Bid/Construction Administration
A. In addition to the design services performed directly by Huitt-Zollars, Inc.
for the phased project delivery described below; our selected/contracted

consultants will be providing design services for the following areas of
design
1. Geotech soils engineering. This scope will include providing:
a. Field exploration of the site including locating on site private
utilities; subsurface boring and backfilling; obtaining soil samples to
approximately thirty feet depth.
b. Provide laboratory soil testing and classification by geotechnical
engineer.
c. Development of a Geotech report with detailed boring analysis
d. Provide recommendations for foundation, site paving and floor slab
design.
2. Structural Engineering. This scope will include:
a. Phased structural engineering design services
b. Provide signed and sealed contract documents including drawings
and specifications for building foundation, floor slab, structural
walls, interior structural framing, elevated floor and roof slabs.
c. Construction administration activities including structural shop
drawing review and field inspections.
3. Texas Department of Insurance Windstorm Certification assistance.
This scope will include:
a. Review of documentation for foundation, structural framing, roof
deck, roofing, exterior doors/windows.
b. Site inspection of foundation, moment frames, roof deck,
installation of exterior doors/windows and roofing system.
c. Performing final Texas Department of Insurance Windstorm
Inspection and issue of WPI-2 form to Texas Department of
Insurance for approval of WP-8 for the building.
4. Technology. This scope will include the design of a scalable
Technology systems infrastructure to support building communications,
audiovisual, video surveillance, electronic access control, intrusion
detection, and future needs as follows.
a. Design per TIA standards compliant copper and fiber optic cabling
system to facilitate distribution of all technology systems between
service entrance rooms, main telecommunications rooms, floor
telecommunications rooms. This consists of the cabling design and
space planning in telecommunications rooms for all building
services which would include telephone/data connectivity
throughout the building and wireless data systems.
b. Design an integrated audiovisual solution for conference rooms.
The system will feature a video display or display(s) sized
appropriately for the specific venue, local sound reinforcement
within the space, and integrated control of audiovisual equipment.
c. The design of a new electronic access control, intrusion detection
and video surveillance systems. The systems design shall include
head end control devices and all field devices. The system shall be
scalable to accommodate future building expansion. The design of

video surveillance system will allow the observance of interior and
exterior public areas and other areas of interest throughout the
facility. The design of the key card access control system will
provide controlled access into and out of the facility for the
employee staff. The design of the intrusion detection system will
provide motion sensors, and/or glass break sensors to monitor
building intrusion, and alarm keypads at strategic locations to alarm
or dis-alarm the building. This system will be based upon the
owner's program of requirement and needs.
5. Supervisory Control and Data Acquisition (SCADA). This scope will
include
a. Basic design services (preliminary engineering report, detailed
design drawings, technical specifications, cost estimates, bid phase
and construction phase services).
b. Admin building SCADA-design of SCADA system for the new
operations building; control room will house SCADA system
operation console, servers, and communication equipment.
c. Coordination and additional SCADA system support will be
provided during design phase; The SCADA design for the adjacent
main waste water treatment plant is not included in this design
scope; that design is to be provided separately by the City of
Baytown and will be required for final integration into the SCADA
design for the new Operations Building.
d. GAI will coordinate and provide additional SCADA system support
during design phase
B. Schematic Design (30% Contract Documents)
1. Facilitate meetings with City staff to review building square footage, life
safety codes and building requirements. Review existing plans and
utilities, zoning requirements to develop Schematic Architectural and
MEP Design Documents.
2. Complete a topographic/utility/site survey of the existing property and
distribute to the Owner for their use.
3. Perform borings and site inspections to facilitate preparation and issue of
geotechnical soil report for aid in building and civil design.
4. Obtain and review applicable City standards and guidelines for design
(Design Criteria Manual, Unified Development Code) and provide design
that meets City codes.
5. Prepare and submit three (3) sets of Schematic Design Documents,
Preliminary Specifications, Schematic cost estimate and schedule to the
City staff for review and approval. (30% plan review). Components to
include:
a. floor plans, building circulation plan and code review
b. interior elevations, rendering and color palette
c. critical building sections and details
d. schematic mechanical, electrical and plumbing plans

e. provide preliminary interior finishes schedule
f. update preliminary cost estimate
6. After receiving schematic design comments, meet with:
a. Planning Department, Building Officials and Fire Marshall to
review project requirements, such as platting, life safety and
major code compliance.
b. City Engineer to review project drainage and floodplain
requirements.
c. Public Works to review existing and proposed utilities, extension
of utilities, utility easements, roadways, extension of right of ways.
7. Respond in writing to all City comments on plans.
8. Coordinate with private utilities and service providers related to new
facilities (power distribution, back-up power/generator facilities, utility
easements, telecommunication/fiber.
C. Design Development Phase (60%Contract Documents)
1. Facilitate meetings with City staff to develop Design Development
Documents.
2. Prepare and submit Design Development Documents including Detailed
Specifications, Cost Estimate and schedule to the City staff for review
and approval. (60% plan review). Components to include:
a. site plans, demolition/clearing plans, paving layouts, traffic
circulation, lighting, signage and utilities
b. floor plans, structural, civil, architectural, storm water pollution
prevention plan (SWPPP), mechanical, electrical, plumbing, fire
protection and landscaping
c. exterior elevations, rendering and color palette
d. building sections and details
e. interior elevations, casework and millwork elevations
f. drainage study and detention calculations
g. report addressing all City's Design Criteria and Code
requirements
3. Respond in writing to all City comments on plans.
4. Coordinate final utility plans, including electrical power, natural gas, any
water and sewer extensions, new telecommunications/fiber to serve the
project.
D. Bid Documents/Permit Phase (90% and 100% Contract Documents)
1. Prepare complete Contract Documents and Specifications ready for
Permitting and Contractor's use in bidding and construction.
2. Acquire signature of City Engineer/ PWE Director.
3. Submit to City staff for code and general review and approval (90% plan
review).
4. Attend follow up meetings with Fire Marshall, City Engineer, Planning
and Chief Building Official (CBO).

a. Obtain necessary outside governmental agency approvals and
signature of plans.
5. Complete Platting and record Plat (if required).
6. Complete final coordination with private utilities and service providers.
7. Prepare and submit complete set of Contract Documents and
Specifications ready for Contractor's use including 90% written
responses, Specifications and Architect's Cost Estimate and schedule
to:
a. PWE Department for review and approval (100% plan review)
b. Community Development for formal Permit
8. Submit plans to Texas Department of Licensing and Regulation (TDLR)
or Registered Accessibility Specialist (RAS) for accessibility review.
9. Correct plans to reflect issues noted by Review for Permit.
E. Bid Phase (competitive bidding process as required by the City)
1. Provide scope of work for Notice to Bidders (NTB)to the Project
Manager. City is responsible for advertising.
a. Produce bid items in required format for electronic bidding
b. Chair pre-bid meeting and attend the Bid Opening
c. Respond in writing to questions from bidders and prepare
addenda as necessary, City will post all addenda.
d. Prepare Engineer's Recommendation of Award Letter that
includes the following required content:
i. Check for math errors and reconcile any mathematical
discrepancies
ii. Review for unbalance bid items
iii. Certified Bid Tabulation including Engineer's estimate
iv. Review of contractor's financial standing and references
provided
v. Explanation of discrepancies between the Engineer's
estimate and bids
vi. Recommendation to award
2. Attend City Council meeting and recommendation for award of
Contract for Construction.
3. Produce and transmit to selected contractor five (5) sets of project
manuals ready for execution with City's Notice of Intent to Award (NOI)
*This is the use of bid strategies to attain lowest possible prices for work,

use of alternatives, etc.
F. Construction Administration Phase
1. Facilitate Pre-Construction meeting and attend regular bi-weekly
construction progress meetings.
2. Provide Construction Administration.
a. Review, log and approve submittals, shop drawings, Request for
Information etc.
b. Review Construction Materials Testing reports.

c. Review and approve applications for payment.
d. Coordinate with Construction Manager or Project Manager on all
Request for Change Proposals, Change Orders, etc. including
maintaining a log of all such documents.
e. Provide direction for questions and concerns from the contractor
and Construction/Project Manager in resolution of problems.
3. Provide Field Services for entire construction period
a. Architect's Construction Administrator to conduct a bi-weekly site
visit, including observation of structural concrete placement,
underground piping installation and inspections, mechanical/
electrical/plumbing cover-up, masonry installation, ceiling cover-
ups, etc.
b. Provide site visit report to Project Manager bi-weekly.
c. Conduct windstorm reviews of pertinent submittal documents and
on site inspections as necessary to validate Texas Department of
Insurance Windstorm Certification.
4. Conduct Substantial Completion Inspection:
a. Coordinate with Construction Manager/Project Manager to create
punch list.
b. Substantiate that items noted are completed
c. Issue Substantial Completion Certificate.
G. Project Close Out
1. Provide Warranty Administration Services during the entire Warranty
Period. Architect to issue Warranty Reports and review items after the
Contractor has notified the City that these items are complete.
2. Provide support services as needed during the project close out
process.
3. Obtain and review close out submittal from the contractor for
completeness before transmitting to the City which include but are not
limited to:
a. Contractor's red lines and as-built notes
b. Warranty information
c. Material Safety Data Sheet (MSDS)
d. Operating Manuals
e. Start up and testing reports
f. Building commissioner report
g. As-Built record drawings (in hard copy and digital format)
4. Issue Final Completion and Acceptance letter to the City
recommending acceptance.
5. Obtain Texas Department of Insurance Windstorm Certification.
