A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,TEXAS,
DIRECTING COOPERATIVE PERSONNEL SERVICES D/B/A CPS HR
CONSULTING TO NEGOTIATE WITH CITY MANAGER CANDIDATES FOR CITY
MANAGER SERVICES;AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.
WHEREAS, effective September 12, 2022, the City of Baytown, Texas entered into a Consulting
Services Agreement with Cooperative Personnel Services d/b/a CPS HR Consulting ("CPS HR") to identify
and recruit candidates for the position of Baytown City Manager;and
WHEREAS,on December 6, 2022, the City Council of the City of Baytown,Texas held a Special
Meeting for the purpose of interviewing City Manager candidates;and
WHEREAS,pursuant to Texas Government Code §551.074,the City Council of the City of
Baytown,Texas met in Executive Session for the purpose of deliberating the qualifications of City Manager
candidates;and
WHEREAS,the City Council,thereafter,reconvened in Open Session having taken no action.
THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1:That CPS HR is hereby directed to negotiate with City Manager candidates for City
Manager services.
Section 2: That CPS HR shall work with the Director of Human Resources and City Attorney
as necessary to carry out the purposes of this Resolution.
Section 3:That the Director of Human Resources and/or City Attorney,along with CPS HR,
shall bring back to City Council for deliberation at a subsequent date, an Agreement for Professional
Services and Employment as City Manager between the City of Baytown and the most qualified candidate
then available.
Section 4:This resolution shall take effect immediately from and after its passage by the City
Council of the City of Baytown.
