2022 07 12 CCPD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT July 12, 2022 The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a Regular Meeting on Tuesday, July 12, 2022, at 4:30 P.M., in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Lloyd J. Herrera Director Nicholas Rice Director James Coker Director Dr. Chris Warford Director Rikki Wheeler President Kevin Troller Assistant General Manager Scott Lemond General Counsel Angela Jackson Secretary President Rikki Wheeler convened the July 12, 2022, CCPD Board Regular Meeting with a quorum present at 4:30 P.M., all members were present with exception of the absence of Director Loretta White and Director Steele Arthur. 1. MINUTES a. Consider approving the minutes of the Baytown Crime Control and Prevention District Special Meeting held on June 14, 2022. A motion was made by Director Dr. Chris Warford and seconded by Director James Coker to approve the minutes of the Baytown Crime Control and Prevention District Regular Meeting held on June 145 2022, as submitted with corrections. The vote was as followed: Ayes: President Rikki Wheeler, Director Lloyd J. Herrera, Director Nicholas Rice, Director James Coker, and Director Dr. Chris Watford Nays: None Other: Director Loretta White (Absent) and Director Steele Arthur (Absent) Approved 2. BAYTOWN CRIME CONTROL AND PREVENTION FY2022-23 PROPOSED BUDGET CCPD Board Regular Meeting Minutes July 12, 2022 Page 2 of 4 a. Conduct the first public hearing regarding the Baytown Crime Control and Prevention District Fiscal Year 2022-23 Proposed Budget. At 4:31 P.M., President Wheeler opened the public hearing regarding the Baytown Crime Control and Prevention District Fiscal Year 2022-23 Proposed Budget. President Wheeler announced no one had signed up to speak on the hearing. At 4:31 P.M., President Wheeler closed the public hearing regarding the Baytown Crime Control and Prevention District Fiscal Year 2022-23 Proposed Budget. b. Conduct the second public hearing regarding the Baytown Crime Control and Prevention District Fiscal Year 2022-23 Proposed Budget. At 4:32 P.M., President Wheeler opened the second public hearing regarding the Baytown Crime Control and Prevention District Fiscal Year 2022-23 Proposed Budget. President Wheeler announced no one had signed up to speak on the second hearing. At 4:32 P.M., President Wheeler closed the second public hearing regarding the Baytown Crime Control and Prevention District Fiscal Year 2022-23 Proposed Budget. C. Consider a resolution adopting the Baytown Crime Control and Prevention District's Fiscal Year 2022-23 Budget. A motion was made by Director Lloyd J. Herrera and seconded by Director Nicholas Rice to approve Resolution No. 80, related to item 2.c. The vote was as follows: Ayes: President Rikki Wheeler, Director Lloyd J. Herrera, Director Nicholas Rice, Director James Coker, and Director Dr. Chris Watford Nays: None Other: Director Loretta White (Absent) and Director Steele Arthur (Absent) Approved RESOLUTION NO. 80 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT ADOPTING A BUDGET FOR THE ENSUING FISCAL YEAR, BEGINNING OCTOBER 1, 2022, AND ENDING SEPTEMBER 30, 2023, IN ACCORDANCE WITH CHAPTER 363 OF THE TEXAS LOCAL GOVERNMENT CODE AND THE ALTERNATIVE PROCEDURES ADOPTED BY THE DISTRICT; MAKING OTHER CCPD Board Regular Meeting Minutes July 12, 2022 Page 3 of 4 PROVISIONS RELATED THERETO; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 3. REPORTS a. Presentation of the Baytown Crime Control and Prevention District Street Crime Unit, Traffic Management Team, and Commercial Vehicle Enforcement (CVE) statistical reports. Police Chief John Stringer opened the item and drew the CCPD Board's attention to the fact that, at the first of the year, the Baytown Police Department (BPD) had been reorganized to include a Special Investigations Division. Chief Stringer explained that was to focus their efforts on making the streets of Baytown safer by further focusing on organized criminal activity. Thus, the Street Crimes Unit had been reassigned to that Division and, especially in the month of June, their numbers had gone up in spite of a few absences for varying reasons. Moreover, the presented statistics occurred in Baytown neighborhoods. The uniformed officers of the Special Investigations Division were focused on neighborhood enforcement in regards to violent crimes, narcotic transactions, etc. Chief Stringer shared their most recent search warrant on Stowe Street regarding a previous shoot-out between rival gangs. The Street Crimes Unit played a big part in the service of that search warrant and residents of the area reached out to the Unit to express their appreciation. Chief Stringer relayed that would be the type of statistics the Board would see from the Unit. On the Traffic Management Team and Commercial Vehicle Enforcement (CVE) Unit statistics, Chief Stringer addressed that absences caused a variation in their numbers. Nevertheless, they made a significant impact on criminal activity as the vehicles the Team and Unit were stopping continued to have higher incidents of discovering individuals with felonies, warrants, narcotics, and firearms in their vehicles. President Wheeler questioned if there were only two assigned officers to Traffic Management. Chief Stringer responded there were three, but BPD had combined the Team with the CVE so they were all under the same sergeant. The response curtailed into the Chief addressing recruitment as their goals was to expand their units, such as having a Driving While Intoxicated (DWI) task force under Traffic Management. 4. MANAGER'S REPORT a. The next Baytown Crime Control and Prevention District meeting is scheduled for Tuesday, October 11, 2022, at 4:30 P.M., in the Council Chamber located at City Hall, 2401 Market Street, Baytown, Texas 77520. As it was his final meeting, Assistant General Manager Kevin Troller expressed his appreciation to the CCPD and staff. He recited their next meeting was scheduled for Tuesday, October 11, 2022, at 4:30 P.M., there in the Council Chamber. Likewise, President Wheeler and the CCPD thanked Mr. Troller for his involvement with their Board. CCPD Board Regular Meeting Minutes July 12, 2022 Page 4 of 4 5. ADJOURN With there being no further business to discuss, a motion was made by Director Dr. Chris Watford and seconded by Director Lloyd J. Herrera to adjourn the July 12, 2022, CCPD Board Regular Meeting at 4:40 P.M. The vote was as follows: Ayes: President Rikki Wheeler, Director Lloyd J.
