2022 04 19 FCPEMSD Minutes MINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION,AND EMERGENCY MEDICAL SERVICES DISTRICT April 19, 2022 The Board of Directors of the Baytown Fire Control,Prevention,and Emergency Medical Services District (FCPEMSD)met in a Regular Meeting on Tuesday, April 19, 2022, at 4:30 P.M., in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: John Adkins Vice-President Preet Singh Director Barry L. Hawkins Director Richard J. Carr Director Brenda Bradley-Smith President Rick Davis General Manager Kristin Holmes General Council Raquel Martinez Deputy Secretary President Bradley-Smith convened the April 19, 2022, Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) Board Regular Meeting with a quorum present at 4:30 P.M., all members were present with the exception of Director Maurice Watts and Director Rhonda Lopez, who were absent, and Director Preet Singh, who later arrived at 4:37 P.M. 1. MINUTES a. Consider approving the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Regular Meeting held on January 18, 2022. A motion was made by Vice President John Adkins and seconded by Director Barry L. Hawkins to approve the meeting minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Regular Meeting held on January 18,2022,as submitted.The vote was as follows: Ayes: President Brenda Bradley-Smith, Vice President John Adkins, Director Barry L. Hawkins, and Director Richard J. Carr Nays: None Other: Director Maurice Watts (Absent), Director Preet Singh (Absent), and Director Rhonda Lopez (Absent) Approved FCPEMSD Board Regular Meeting Minutes April 19,2022 Page 2 of 4 2. REPORTS a. Receive the FCPEMSD Quarterly Financial and Investment Reports for the Quarter Ending December 31, 2021. Finance Director Victor Brownlees noted that he did not yet have the final figures for the current quarter; however, was able to relay that the surge in sales tax continued. The FCPEMSD Board was about 15% up. In the year prior, the FCPEMSD was in the double digits up, as well as the year prior to that, and was projected that should give a very healthy surplus for the current year. Mr. Brownlees further noted that spending was largely as expected as there were significant expenditures to come by the end of the year. If continuing with their budget, the FCPEMSD would be on track to turn in a surplus of perhaps an excess of$300,000. The next time the FCPEMSD meet, Mr. Brownlees suggested to consider whether they would like to deploy some of those resources earlier than originally anticipated. He shared that was the same case for the Baytown Crime Control and Prevention District(CCPD), the Municipal Development District(MDD), and for the City of Baytown in general, as sales tax continued to show significant growth. The City of Baytown was experiencing inflation; thus, things were costing more which ergo sales tax. Mr. Brownlees suggested at their next meeting to look and see where the funds would be placed since they are to be spent on the things the FCPEMSD was responsible for spending money on. It was not to there to be put in a bank to not make very much interest and even though interest rates were going up, what the City earned was still fairly low. Vice President Adkins agreed and suggested they purchase another ambulance, as previously mentioned. General Manager Rick Davis noted the FCPEMSD had made a commitment to aggressively pursue some fire engines and the surplus would allow them to address that quicker. Assistant Fire Chief of Logistics Ronald Roberts added that Fire Engine 3 was coming in the beginning of June, and Engine 1 and 6 would go to the drawing in October 2023. Mr. Davis corroborated that the City had done underwriting to try to jump on that early to not incur those price increases. The surplus would actually help and allow them to take pressure off that underwriting. If they needed to be aggressive again, the surplus would be an opportunity to leap on to yet another fire engine. Fire Chief Kenneth Dobson informed the Board that they did have one gap where the next engine to be replaced had quite a few more years on it. However,the surplus would allow them to go ahead and replace that engine to put them on a good rotation. Mr. Davis commented the modernization of their fleet had been a high priority. The City lacked reserve engines that were reliable. Therefore,when the fire engines would be replaced,they would not only get new apparatuses but also reliable reserves. Mr. Davis discussed the importance of those reserve engines being as reliable as their first line vehicles. There was further discussion about the design, modernization, and look of their vehicles. At 4:37 P.M., Director Singh entered the FCPEMSD Board Meeting. President Bradley-Smith welcomed their new board member, and Director Singh proceeded to introduce himself. b. Present an update regarding the Baytown Fire Training Field. FCPEMSD Board Regular Meeting Minutes April 19,2022 Page 3 of 4 Fire Chief Kenneth Dobson introduced Assistant Fire Chief of Planning Ryan Tucker, who would give the Fire Training Field the update. Assistant Chief Tucker began by reporting that Kirila, the company that would finish Phase 3 of their industrial props,made it on the scene and were working that very day. Mr. Tucker had spoken with the foreman of the project who gave him an estimate of a two-week time frame toget full operational—that beingthe perfect scenario. Y p For the field itself, there were many different agencies and companies coming in, such as: Exxon, Chevron, Covestro, etc. Assistant Chief Tucker relayed they were busy almost every day and the City, as well, used the facility for different events. The Fire Training Field housed the onboarding of new city employees and the City Council's Retreat. Memorial Hermann Life Flight would also be shooting a commercial at the field, of which, Assistant Chief Tucker noted the Fire Department would get the raw footage, distills, and video that they could use for their promotional content for the department and the City. In 2001, the Fire Department invoiced $64,000 and they recovered $52,000 of that so far. In the current year so far,they had invoiced$51,000 with$26,000 paid.Assistant Chief Tucker explained the department was moving towards paying through a portal to not have to deal with paper checks and money. Since the department had an issue with receiving that mail, things were becoming more centralized to take care of that issue. 3. MANAGER'S REPORT a. The next Baytown Fire Control, Prevention, and Emergency Medical Services District Special Budget Meeting is scheduled for Tuesday,June 21, 2022, at 4:30 P.M. in the Baytown Conference Room located at City Hall, 2401 Market Street, Baytown,Texas. General Manager Rick Davis noted one of the great things about the revenue coming in, was that it would be captured by the FCPEMSD's budget, it would not go to the City's general fund. The revenue would go back to help the FCPEMSD make debt service payments in Phase 3, and also alleviate the pressure on their capacity to purchase an apparatus. Mr. Davis believed that number would blossom when they have the fire industrial disaster component online. The Fire Training Field would have a grand ribbon cutting and invited all the FCPEMSD Directors, as well as their community partners and any jurisdiction that they believe might want to utilize their unique facility. The City underwrote that project without any expectations of revenue, so every dollar received in revenue, allowed the City to buy a new apparatus. Mr. Davis wished to make sure that they maximize the usage of that facility—especially by their community partners. The FCPEMSD Board would have a Budget Meeting that was scheduled for June 21, 2022. They would have their budget proposal, which Mr. Davis anticipated good things and was very optimistic moving forward with the FCPEMSD. 4.
