OF THE BAYTOWN AREA WATER AUTHORITY
January 26, 2022
The Board of Directors of the Baytown Area Water Authority (BAWA) met in a Special Meeting
on Wednesday, January 26, 2022, at 4:33 P.M., in the Council Chamber of the Baytown City Hall,
2401 Market Street, Baytown, Texas with the following in attendance:

President Brenda Bradley Smith convened the January 26, 2022, BAWA Board Special Meeting
with a quorum present at 4:33 P.M., all members were present with the exception of Director
Brandon Benoit, who was absent.
1. REPORTS
a. Receive the Baytown Area Water Authority's Annual Financial Report for the fiscal
year ended September 30, 2021.
Assistant Director of Finance Gina Guillory presented the Baytown Area Water Authority Annual
Financial Report for the fiscal year ended September 30, 2021 and introduced Senior Associate,
Loirys Salas, with the auditing fine Belt -Harris Pechacek, LLLP to give the Board an overview of
the infonnation.
Ms. Salas thanked Finance Department for all of their support and stated that they gave BAWA an
unmodified opinion on the respective financial statements of the business -type activities, which is
the highest level of assurance that can be given to the financials. She noted that as far as BAWA's
statement of net position, BAWA ended the year with total assets at $1 16.1 million and total
liabilities at $51.5 million, with a total net position at $64.6 million.
Ms. Salas further stated that as it related to BAWA's results for operating revenues, BAWA
brought in a total of revenue of $13.8 million, with expenditures of $11.1 million, giving BAWA
a total net position of $64.7 million and stated that net position is not changing for this year of $1.2
million. Secretary McKay questioned the difference in revenues from the 2021 year to the fiscal
year 2020 and Ms. Salas responded that revenues were up in 2020 due to COVID, and that in the
year 2021 the revenues leveled back out with citizens returning back to work and using less water
consumption, and returning back to their nonnal spending habits.
Lastly, Ms. Salas noted that in BAWA's budget to actual comparison, BAWA budgeted over $14.3
million in revenues and ended in $13.8 million, with a variance of $500,000. Expenditures were
budgeted at $9.1 million and ended less at $8.9 million, with the last column showing the variance.

In conclusion Ms. Salas stated that the Authority ended in good year with a positive net disposition
even considering the difference in revenues compared to 2020 and offered to answer any questions
from the Board. With there being no further questions, President Bradley -Smith noted that the
Board had received the Baytown Area Water Authority's Annual Financial Report for the fiscal
year ended September 30, 2021.
2. MANAGER'S REPORT
a. The next Baytown Area Water Authority meeting is scheduled for Wednesday,
February 16, 2022 at 4:30 p.m., in the Council Chamber located at City Hall,2401 Market
Street, Baytown, Texas 77520.
Assistant General Manager Kevin Troller thanked the Finance Department and Board for a
successful end of the yearly audit and reminded the Board of their next meeting scheduled for
Wednesday, February 16, 2022, at 4:30 P.M., in the Council Chamber.
3. ADJOURN
With there being no further business to discuss, President Brenda Bradley Smith adjourned the
January 26, 2022, BAWA Board Special Meeting at 4:39 P.M.
