A RESOLUTION OF THE CITY COUNCIL OF BAYTOWN,TEXAS,AUTHORIZING
THE REVISION OF CONTRACT NO. 20-065-113-C310 WITH THE TEXAS
GENERAL LAND OFFICE (GLO) RELATED TO THE DISASTER RECOVERY
FUND; AND AUTHORIZING THE MAYOR TO ACT AS THE CITY'S EXECUTIVE
OFFICER AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS
PERTAINING TO THE CITY'S PARTICIPATION IN THE TEXAS COMMUNITY
DEVELOPMENT BLOCK GRANT-- DISASTER RECOVERY PROGRAM.

WHEREAS, City of Baytown was severely impacted by the Hurricane Harvey; and
WHEREAS, City of Baytown desires to initiate long-term recovery efforts and address certain
conditions which represent a threat to the public health and safety; and
WHEREAS,City of Baytown desires a viable community, including decent housing and a suitable
living environment and expanding economic opportunities, principally for persons of low-to- moderate
income; and
WHEREAS, City of Baytown aims to Affirmatively Further Fair Housing by identifying projects
that overcome or do not increase patterns of residential segregation based on race, color,religion,national
origin, sex, disability or family status; and
WHEREAS, City of Baytown submitted an application to the Texas General Land Office (GLO)
for critical infrastructure damage as a result of severe storm and flooding events from August 23, 2017, to
September 15, 2017, under FEMA disaster declaration no. 4332; and
WHEREAS, City of Baytown was awarded and executed a contract with the GLO on April 15,
2020; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,TEXAS:
Section 1: That a Texas Community Development Block Grant Disaster Recovery Program
Contract No. 20-065-113-C310 for the Disaster Recovery Fund is hereby revised by City of Baytown.
Section 2: That the projects detailed within the application will address the Lincoln Cedars and
Julie Ann Villa Drainage System which was compromised and failed to function during this event,thereby
placing undue and certain health and safety risks on residents.
Section 3: That the contract be for$1,785,864.00 of grant funds to provide enhancements to the
project area and beneficiaries.
Section 4: That City of Baytown shall Contribute $13,097.00 of local funds to cover the cost
associated with engineering.
Section 5: That the total project cost for the City of Baytown Lincoln Cedars and Julie Ann Villa
Drainage System Improvements is$1,798,961.00.
Section 6: That the City Council directs and designates the Mayor as the Chief Executive
Officer and Authorized Representative to act in all matters in connection with this contract and the City's
participation in the Disaster Recovery Program.
Section 7: That all funds will be used in accordance with all applicable federal, state, local
and programmatic requirements, including, but not limited to, procurement, environmental review, labor
standards, real property acquisition, fair housing, and civil rights requirements.
Section 8: This resolution shall take effect immediately from and after its passage by the City
Council of the City of Baytown.
