A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, APPROVING THE CITY OF BAYTOWN'S NAMING POLICY FOR
CITY PARKS, ROADWAYS, TRAILS, AND FACILITIES; AND PROVIDING
FOR THE EFFECTIVE DATE THEREOF.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,TEXAS:
Section 1: That the City Council of the City of Baytown, Texas, has reviewed the
City's Naming Policy for City Parks, Roadways, Trails, and Facilities.
Section 2: That the City Council of the City of Baytown, Texas, hereby approves the
Naming Policy, which is attached hereto as Exhibit "A" and incorporated herein for all intents and
purposes.
Section 3: This resolution shall take effect immediately from and after its passage by
the City Council of the City of Baytown.

Baytown Naming Policy
For City Parks, Roadways, Trails, and Facilities
PURPOSE:
The purpose of this policy is to establish a consistent and rational approach to the naming of City capital
improvements and facilities.
OBJECTIVES:
• Facilitate the identification of parks, roadways,trails, and facilities.
• Recognize and memorialize the contributions of those who have significantly and positively
impacted our community.
• Recognize individuals,groups,and individuals who fund or dedicate land for parks, roadways,
trails,and facilities.
• Provide names of parks, roadways,trails,and facilities that are consistent with the image and
values of the City of Baytown.
• Provide an avenue by which citizens may participate in the naming of City parks, roadways,
trails, and facilities.
DEFINITIONS:
"Parks" means spaces dedicated as parks for the general recreation and enjoyment of all residents and
visitors. It includes all assets, buildings, structures, open spaces, natural areas,wetlands,and habitat so
dedicated.
"Roadways" means all public residential streets,collectors,and arterials,and trail systems within the
corporate limits of Baytown intended for the general conduction of vehicular traffic.
"Trail" means improved surfaces constructed and intended for the conduction of bicycle and pedestrian
mobility.
"Facilities" means bricks and mortar buildings dedicated to the conduction of City business.
SUPERSEDES PREVIOUS POLICIES:
This policy replaces all pre-existing policies associated with the naming of City assets. It does not
remove the names, prior to the adoption of this policy,officially placed on any City asset.
CONSIDERATIONS:
This policy is intended to provide a systematic and uniform approach to naming City parks, roadways,
trails, and facilities. In proposing a name,the following considerations should be made:
• Geographic location (neighborhood,significant areas,etc.)
• Natural features and generally recognized landmarks or areas.
• A person or place of historic,civic,or cultural significance.
• A person,group,or feature particularly and generally identified with the land,facility,or in the
case of a building,the programming or service conducted in said facility.
• With regard to streets,whether the proposed name is already in use in the City.
• With regard to streets,whether residents of the street generally favor renaming the roadway.
NAMING A CITY ASSET AFTER A PERSON:
Notwithstanding the guidelines provided in this policy,the discretion to name any park, roadway,or
facility resides with the City Council. Nevertheless, if a person's or organization's name is being
proposed, such consideration should be confined to:
• Those names of a non-controversial or intensely political nature.
• Names of deceased persons of at least one year.
• A deceased person who has,over a sustained period of time, positively and significantly
contributed to the Baytown community and its quality of life,or enjoys significant historical
connection to Baytown,the State of Texas,or the United States of America.
• A living or deceased person who fully pays for a City asset.
FACILITIES IN PARKS:
Nothing in this policy prohibits or discourages the naming of buildings contained within a park.
Nevertheless, naming should not be extended to any park facility of a non-bricks and mortar nature;
such as small trail segments, open pavilions,sports courts, playgrounds,etc. Buildings within park
boundaries will utilize the naming procedure prescribed for parks and trails.
PROCEDURE FOR NAMING PARKS AND TRAILS:
1. A request to name a park or trail shall be submitted in writing to the Baytown Parks and
Recreation Board via the Baytown Parks and Recreation Department.
2. Those submitting a request should show how the proposed name is consistent with the
considerations and guidelines of this policy. The application should demonstrate this
adherence. Written approval by a descendent honoree(if possible) is required as part of this
application.
3. The Parks and Recreation Director or designee will review the proposal to verify compliance
with policy and then forward complete applications to the Parks and Recreation Board. If an
application is incomplete or otherwise does not align with the considerations and guidelines of
this policy,the Parks and Recreation Director or designee will notify applicant in writing and
provide him or her with the opportunity to resubmit a revised application.
4. The Baytown Parks and Recreation Board will offer the opportunity for public input on the
proposed naming.
S. The Baytown Parks and Recreation Board will forward their recommendation to the City Council
for consideration and final decision. Such decision will be preceded by one public hearing.
6. Nothing in this policy prohibits the Parks and Recreation Board from themselves initiating a
naming of a City park or trail, as deemed necessary and/or in the best interest of the
community. In so doing,the Board shall adhere to the tenets of this policy.
PROCEDURE FOR NAMING ROADWAYS AND FACILITIES:
1. A request to name a roadway or facility shall be submitted in writing to the City Manager via the
City Clerk's Office.
2. Those submitting a request should show how the proposed name is consistent with the
considerations and guidelines of this policy. The application should demonstrate this
adherence. Written approval by a deceased person's family representative (if possible) is
required as part of this application.
3. The City Clerk will review the proposal to verify compliance with policy and then forward
complete applications to the City Manager. If an application is incomplete or otherwise does
not align with the considerations and guidelines of this policy,staff will notify applicant in
writing and provide him or her with the opportunity to resubmit a revised application.
4. The City Manager will schedule a presentation and discussion of the proposed naming. At
Council's direction,the City Manager will direct the City Clerk to place official consideration of
the naming on a future Council agenda. Such consideration and final Council decision will be
preceded by one public hearing.
