2022 01 18 FCPEMSD Minutes MINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION,AND EMERGENCY MEDICAL SERVICES DISTRICT January 18, 2022 The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) met in a Regular Meeting on Tuesday, January 18, 2022, at 4:30 P.M., in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Brenda Bradley-Smith President John Adkins Vice President Maurice Watts Director Barry L. Hawkins Director Richard J. Carr Director Rhonda Lopez Director Rick Davis General Manager Kristin Holmes General Council Angela Jackson Secretary President Bradley-Smith convened the January 18, 2022, Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) Board Regular Meeting with a quorum present at 4:30 P.M., all members were present with exception of Director Rhonda Lopez, who arrived at 4:31 P.M. 1. MINUTES a. Consider approving the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Regular Meeting held on October 19, 2021. A motion was made by Director Barry L. Hawkins and seconded by Vice President John Adkins to approve the meeting minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Regular Meeting held on October 19, 2021, as submitted. The vote was as follows: Ayes: President Brenda Bradley-Smith, Vice President John Adkins, Director Maurice Watts, Director Barry L. Hawkins, and Director Richard J. Carr Nays: None Other: Director Rhonda Lopez (Absent) Approved b. Consider approving the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Special Meeting held on November 9, 2021. FCPEMSD Board Regular Meeting Minutes January 18,2022 Page 2 of 4 A motion was made by Director Barry L. Hawkins and seconded by Director Richard J. Carr to approve the meeting minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Special Meeting held on November 9, 2021, as submitted. Carr Nays: None Other: Director Rhonda Lopez (Absent) Approved 2. PROPOSED RESOLUTIONS a. Consider a resolution authorizing an Agreement for Fire Training Facility, Personnel, and Equipment with the City of Baytown. General Manager Rick Davis presented the item and explained that the resolution allowed the FCPEMSD Board and the City of Baytown to continue to cooperate and established the tenants of their agreement for the fiscal year 2022. Mr. Davis recommended approval. A motion was made by Vice President John Adkins and seconded by Director Maurice Watts to approve Resolution No. 90, related to Item 2.a. The vote was as follows: Ayes: President Brenda Bradley-Smith, Vice President John Adkins, Director Maurice Watts, Director Barry L. Hawkins, Director Richard J. Can, and Director Rhonda Lopez Nays: None Approved RESOLUTION NO. 90 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT AUTHORIZING AND DIRECTING THE PRESIDENT TO EXECUTE AND THE SECRETARY TO ATTEST TO AN INTERLOCAL AGREEMENT FOR FIRE TRAINING FACILITY, PERSONNEL, AND EQUIPMENT WITH THE CITY OF BAYTOWN; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. b. Consider a resolution approving the second and fmal lease/purchase payment from the Baytown Fire Control, Prevention, and Emergency Medical Services District's Fiscal FCPEMSD Board Regular Meeting Minutes January 18,2022 Page 3 of 4 Year 2021-2022 Budget, in order to pay for the purchase and installation of a 12,000-gallon propane tank for the Fire Training Field Industrial Prop. Fire Chief Kenneth Dobson presented the item and stated this was for the purchase of the propane tank for the Industrial Prop at the Fire Training Field that was not included when they began construction. The City of Baytown funded the first portion, and the second and final portion would be funded though the current process. General Manager Rick Davis relayed they originally thought to rent the tank, but they would have to buy all the propane from the renter at their established price. Therefore, they decided to purchase the propane tank so the City can now control the costs to some degree of the propane and propane accessories. Director Watts noted the price was over $77,000 and Chief Dobson confirmed the amount and further discussed how they selected the tank of their choice. A motion was made by Director Barry L. Hawkins and seconded by Vice President John Adkins to approve Resolution No. 91, related to item 2.b. The vote was as follows: Ayes: President Brenda Bradley-Smith, Vice President John Adkins, Director Maurice Watts, Director Barry L. Hawkins, Director Richard J. Carr, and Director Rhonda Lopez Nays: None Approved RESOLUTION NO. 91 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT APPROVING THE SECOND AND FINAL PAYMENT FROM THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT'S FISCAL YEAR 2021-2022 BUDGET FOR THE LEASE/PURCHASE AND INSTALLATION OF A 12,000-GALLON PROPANE TANK FOR THE BAYTOWN FIRE TRAINING FIELD INDUSTRIAL PROP IN AN AMOUNT NOT TO EXCEED SEVENTY-SEVEN THOUSAND NINE HUNDRED EIGHTY AND NO/100 DOLLARS ($77,980.00); MAKING OTHER PROVISIONS RELATED THERETO; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 3. REPORTS a. Present an update regarding the Baytown Fire Training Field. Assistant Fire Chief Derrick Gaskin provided an update regarding the Baytown Fire Training Field and reiterated from the previous item discussion, 2.b., that the propane tank had been installed and everything up to the industrial props was connected. Assistant Chief Gaskin stated Kirila Fire, their Industrial Prop Manufacturer, would hopefully be back in early February to complete their work, which would be a two-week turnaround. General Manager Rick Davis FCPEMSD Board Regular Meeting Minutes January 18,2022 Page 4 of 4 mentioned they would schedule a ribbon-cutting event for the Fire Training Field once construction is completed. Mr. Davis asked Assistant Chief Gaskin to describe the interest of other jurisdictions' and corporate sectors' in utilizing the facility. Assistant Chief Gaskin replied there was a very high interest and relayed the entities that frequently contacted him to use the facility. Mr. Davis noted the revenue could offset the costs of the facility over the next coming years to free up more money for apparatuses. Assistant Chief Gaskin added that the classrooms themselves had been busy to the point where they were turning people away, and stated he would commence providing the Board reports of how often and by whom the classrooms were being used. President Bradley-Smith assumed the entities renting the classrooms would pay a fee, to which Assistant Chief Gaskin confirmed. Director Watts further discussed how this would be a big cost reduction for the industry sector. Director Carr questioned where those monies would go, and Mr. Davis responded the revenue would remain within the Board's budget. Lastly, Assistant Chief Gaskin noted that there would be significant maintenance costs in keeping everything up at the facility, which the City would appropriate for those costs. 4. MANAGER'S REPORT a. The next Baytown Fire Control, Prevention, and Emergency Medical Services District meeting is scheduled for Tuesday, April 19, 2022, at 4:30 P.M. in the Baytown Conference Room located at City Hall, 2401 Market Street, Baytown,Texas. General Manager Rick Davis wished the FCPEMSD Board a Happy Easter and reminded the board members that their next meeting was scheduled for Tuesday, April 19, 2022. 5. ADJOURN With there being no further business to discuss, a motion was made by Vice President John Adkins and seconded by Director Richard J. Carr to adjourn the January 18, 2022, FCPEMSD Board Regular Meeting at 4:40 P.M.
